On the off chance there is, in fact, some way to make Audio Effects presets saved to the Effects Panel available to the Audio Track Mixer panel, that would be very helpful.
RELATING TO PPRO SETTINGS MORE GENERALLY...
That there may well not be a possibility (or even if there is) it speaks to an overall challenge in the Premiere Pro settings universe: Consistency.
There is, across the board with PPro, a lack of consistency in the logic, management, file format, naming and OS-placing of settings.
ETorr published a working list of those locations here: Re: Prefs & Settings - how thorough is CC's "Sync Settings"?
For the most part they are stored under a common root directory, albeit not always.
Some settings are grouped under one file (Workspaces, Effects Panel Presets), most of the rest as individual files.
A few are stored in JSON format (Track Heights, Source Patching),
most are XML, albeit under a variety of different extensions,
and some can't be stored (e.g. Timeline Customization
Some of the above exceptions make a certain logical sense (e.g. Export Presets in an AME folder), others are a little more baffling (Workspaces)
The larger point here: There's a certain lack of organic coherence in the PPRo Settings architecture that would seem to explain why the Audio Track Mixer and the Effects Panel Custom Presets don't yet coordinate around the same presets.

Yea ... can be baffling to find all your presets, layouts, keyboard shorts, et al.
Thanks for posting that UserVoice report! I was happy to add my comment ... though the dev. team has seen comments from me on this before. And ... um ... other things too!

For the most part they all fall logically under the one folder "Settings"
But there are a number of exceptions that make the process of archiving and transferring a cumbersome and counterintuitive:
- "Metadata Preferences" (i.e. Bin Column settings) are in the parent of "Settings"
- So are Keyboard Settings, Layouts & Archived Layouts, Adobe Premiere Prefs, and a few others
- The workspace settings are not one setting per setup but more elaborately constructed across multiple files, so it's not easy to decipher.
- There's a mix of XML and JSON formats. Not a huge thing.
Unfortunately the above-posted table is hard to read -- no borders and the spacing got messed up.
Here's a Google Spreadsheet version. If you can get the paths for the PC column I'll have them added in.
