AVI files don't import

I received a trail camera that has no indication of who the manufacturer is, so I can't go to them to find my answer.  The camera works very well and produces AVI files that will play in Windows media player.  But I am unable to import them to Premiere Pro or almost any other video software.  I say almost because I did manage to import the files to Wondershare Uniconverter.  Every other video converter or editor I have tried gives me an error of some sort and won't open the files.  The files are all 3840x2160 and 15 seconds long, according to Mediainfo.  When I drag them into Wondershare some of the files are identified as AVI 320x176 and others are identified as AVI 1920x1080.  But none show the actual file size.  They all convert to MP4 files that do work in Premiere Pro, but the files identified as 320x176 really are very low resolution and look bad.  

 

I've attached one file as an example.  As I said, these files won't even open in anything else I've tried, including Handbrake.  Does anyone know of available software that I can try to fix these files so they can be edited?

Thank you Ann for your response.  Every attempt including Shutter Encoder and Handbrake failed.  But I did finally find something that will work.  VLC Media Player has the ability to fix files that have a problem as well as convert the files to a format that Premiere is happy with.  It is presently going through over 200 files and make the corrections.  So it looks like all will be well.

MediaInfo does not say that, it says that there is a mismatch between the metadata in the AVI container (3840x2160) and the stream actual data (1920x1080):
Width : 3 840 pixels
Original width : 1 920 pixels
Height : 2 160 pixels
Original height : 1 080 pixels

This may need to be fixed for having a playable file.

Premiere does not support H.264 in an avi container.

Only way to get this working is to convert to a format Premiere understands.

Edit: shutter encoder does not like the file either.

Try Shutter Encoder or Handbrake.
