I agree with davidarbor, it seems to be an issue of corrupt preferences.

Reset Photoshop preferences.

You don't need either of those Welcome screens for the programs to function. If you dismiss them can you keep working and create new sequences and documents from the File menus? If that works you can try clearing your preferences.
