Blank video track

Hi.  I've got an audio track that I want to add to a project.  No problem there.  I just need to know how do I add a blank (black) video track that's the same length as the audio track that I can use to "carry" the audio track.  I know that this might be a really stupid question, but Premiere Pro is for me proving very difficult to learn.  I've got version CC 9.

Thanks

File / New / Black video.

    Drop it in the timeline

and extend with the selection tool to desired length.

Premiere Pro is complex software designed for professionals.  Don't skip reading the manual.

What I do not understand is because it does not directly insert the audio into the project.
