Blinking black screen.

When i edit my videos and i play them every second or two it randomly blinks a black screen. Also happens when i export the video. Anybody has any solutions?

Delete the Media Cache and Media Cache files:
https://community.adobe.com/t5/premiere-pro/faq-how-to-clear-your-media-cache-in-30-seconds-in-premiere-pro-2020/m-p/11017257/thread-id/260446?page=1
Then try pressing Enter to render the timeline and turn the red line above the timeline to green.

 

If it then plays OK in the timeline, try unchecking Hardware encoding in the Video tab of the export settings.

Many users are having issues with VFR. If the file is variable frame rate, use Handbrake to convert to constant frame rate:

I'm sorry for my lack of information. But i dont think you understood. None of these work because when i export the video it already has the black stutters in it. i cannot remove them from the exported video. Its probably and adobe issue since the black sutters happen when im looking at the edit from the program. Take a look.
