Blue downward arrow icon!?!

 I've come across a problem with pro that I can't get rid of however I try, this blue arrow with grey blocks has appeared when I try to move a clip, it lags and doesn't allow easy movement, can't find anything useful on a forum, so I thought I'd see if you've ever come across this? it's driving me mad!!
