BSOD VIDEO MEMORY MANAGEMENT INTERNAL when exporting project on Premiere Pro

I've been trying to export a project on my PC for the last two weeks and every time it gets to around the 40% mark I get the blue screen of death. I feel I've tried absolutely everything, running scannow, ram checks, re installing windows, completely resetting the PC, rolling back and upgrading studio drivers. When I try to export GeForce experience says my RTX 3070 isn't even breaking a sweat not having to work above 50% capacity. This is becoming a huge problem for me as I'm not able to complete any edits for anyone. My specs are listen below and any help would be greatly appreciated.

p.s. i don't think the adobe website, and forums in particular, are easy to navigate, so don't spend a lot of time searching that forum list. do your best and we'll move the post if it helps you get responses.
