Bug: Keyboard shortcuts not available with no project open, do not persist in user preset

Problem:

1) I am saving the shortcut "Replace Clip from Bin" in my custom keyboard layout to the letter A (no modifier). 

2) The shortcut disappears when I close all projects (in the keyboard editor)

3) The shortcut DOES NOT REAPPEAR when I re-open the project.

4) Reloading the user preset doesn't fix the issue.

To replicate:

Add "Replace Clip from Bin" to any key in the shortcuts window to a user preset, close all projects and open again. 

To Note:

1) Seems to happen with some other commands, not tested how many

2) Is broken in the current beta 23.5 and in 22.6 as well.

3) I use a custom layout based on FCP7 preset with various other modifiers such as "trim to next" set, and have not seen this issue with other shortcuts I have used.

System used, M1 Ultra, OS Venture 13.2.1 Premiere 23.4 release.
