'Burn captions into video' subtitles misplaced in export video

I've finished subtitling my project in Premiere Pro 13.1 and rverything looks good in the Program Monitor.

But when I Export Media and choose the 'burn captions into video' option, the subtitles are offset so that only part of the upper line appears in a two line subtitle, and single line subtitles don't appear at all. 

The problem is visible in the Output preview of the Export Media dialogue and appears in the video exported from Premiere Pro. If I export via Media Encoder, subtitles don't appear at all.

    I don't recall this being reported as a problem, and can't think of a way this would occur.

    What kind of captions? Open Captions or what?

    What specific dot version of PR?

    Post a screenshot of the caption stream in the Caption Panel and of the sequence settings. I'm looking for the possibility of a mismatch between caption stream and sequence settings.

    Have you applied any effects to the caption stream using the effects panel?
