Can anyone help identify this strange playback glitch?

This has been giving me trouble for a few weeks now-- editing videos and the sequence playback looking like this. Has anyone expereienced something like this and can help identify what the issue is called or what it's related to? It kind of looks like a data moshing effect but it's not intentional. 

 

The clip is a .mov file, I screenrecorded using quicktime player.  

 

Let me know if there's anymore info you require. I am editing on a 2019 iMac using catalina and newest premiere pro software, also when I editing clips I record on my phone it is fine.

I you could use the video button on the message toolbar for the forum. That way the video will be part of this thread. You can youtube or vimeo, etc.

Yes, I can see (and saw) that. It's attached and we have to download it. Many of us are answering many questions and don't want to download, we want to see it within the thread.


Ah ok I understand, here is the link: https://vimeo.com/417001375 --it's just a screen shot of my desktop! So the lag it's doing on the first clip isnt normally what it does, but when you look at the second one after, that's where it really happens-- the colour distortion, the pixels are mashing together and fogging up the image. It can look cool at times but not an effect i'm going for 😛
