Can no longer download Media Encoder 2017?

So, Premiere 2018 will only work on a mac if you you're running 'mac OS High Sierra' (I spoke to Apple) -  I'm currently running macOS Sierra 10.12.6 and I get an alert to update my video display drivers when trying to open PP2018. Now, when I try to export to Media Encoder from PP2017 I get an alert saying that Media Encoder is not installed. It is installed, but it seems to have updated to the 2018 version when I downloaded PP2018. I've gone to my Creative Cloud app but ME 2017 isn't an option (i.e. previous versions). Does this mean I'm forced to upgrade my mac to mac OS High Sierra and to use PP2018 in order to use ME? Anyone else having problems with PP2017 and Media Encoder compatibility?
