If the later, that's nearly always because you don't have Source and Track targets set. Those are the boxes to the very far left of the timeline control header block. You need to have blue boxes for the far left set for say an audio and video track to drag/drop from the Project panel to the Timeline sequence.

You get that by clicking in those boxes for V1 etc and A1 etc. They 'toggle' ... charcoal means they're not selected, blue means they are.
