Can not uninstall adobe Premiere Pro 2023

I have this kind of big problem. For 3 days, I am trying to unistall Premiere Pro 2023, I dont need it anymore. So I clicked uninstal. Everything went fine, but after two minutes I got the pop up window about deleting the Premiere preferences. I click on the delete/remove (dont know, have it in different language). But after another 5 min it poped up again. And I cant get rid of it. Tried to restar PC, find and delete the Premiere files manually (didnt find any), repair Adobe Cloud, even unistaled every other programs and Cloud to install it again and nothing helped. I have no idea what more I can do. The pop up is really anoying,  bcs it covers anything I do and all the things with pop ups windows

There are a few reasons why you can not uninstall apps on Windows.
1. The uninstaller may be corrupted
2. There may be leftover files from the program
3. The program may be using a system file

To uninstall you can try:
1. Run the uninstaller as an administrator
2. Use a third-party uninstaller tool
3. Contact Adobe support
