Can't add favorites to Export Preset Manager

Under the new Export Mode in Premiere Pro 22.3.1 I am having problems adding preset favorites.

I click on Presets, More Presets, then under the Preset manager I tick the favorites button of the codec I want then when I go press the ok button, nothing happens. It's more like I can't click on the ok button.

I tried doing this with the keyboard by tabbing my way to the ok button but still no luck. I tried this with all the system presets and I couldn't add anything to the favorites.

 

Exporting the preset I want then re-importing it seems to add the preset to the favorite list temporarily, but when I restart Premiere Pro the preset favorite list gets reset to default. 

 

I tried uninstalling Premiere Pro and all other adobe apps, re-intstalling, deleted all my the profiles, still no luck.

 

I'm using Media Encoder as an alternative for now but I'd really rather be able to export directly through Premiere Pro...

 

I'm on a M1 Max Mac Studio 32GB of memory running Premiere Pro 22.3.1.

After trying everything I could think of without success, I simply decided since this was a brand new Mac without anything but Premiere Pro installed anyway, to reformatt and reinstall Mac OS Moneterey. 

 

Success! I was able to reinstall Premiere Pro and get the export preset manager to add new favorites.

Since this is a brand new Mac right out of the box I assumed it couldn't possibly be a bad Mac OS install, but I guess that was the problem.

I am having this same exact problem. Can not add export presets on an M1 mac. Trying not to reformat.... Any help??

Wow, that's not ... good. Hoping someone can pop in here with ideas.

 

All I'd have at the moment are the tried & true things of dumping cache with no open project, then relaunching Premiere. Or of course trashing preferences.

Thank you for the comment but I tried that already.. I dumped the cache with no projects, deleted all profile folders, even reset the cache directory, moved it to a different drive, still no hope!

Also tried running the Intel (Rossetta) mode of Premiere Pro, but still cannot add favorites to the Export Preset list.
