Can't drag and move picture on the preview screen

So i have one main video clip on me sequence. After that i put a text layer or a picture on the top of this clip. I need to be able to resize or move this text/picture just by double-clicking on it on the preview screen. But the problem is that sometimes it work but sometimes it does not. I am clicking on it and it does not pick it up and does not give me any options to resize or move it. But sometimes it works, i don't understand why is it happening?

Also make sure you display setting in windows (OS) is set to either 100 or 150%.

No, this does not work. I use Premiere pro for 3-4 years already and i started to have this porblem only after i reinstalled it.

I've recorded 2 videos to demonstrate you my problem. When i click on Motion it does not let me to move the object. Instead of that it just highligts one of the windows.
