Had same issue, upgraded to "2017.0.2 v11.0.2. (47) Build" and that resolved the issue.

Hi Vidya,

I have the recent build, which was working fine. But now I can't drag any effects onto my clip in the timeline and I can't even add a second video clip, on top of the first video clip. Please help!

Pamela: Sorry to get back to you so late.  Here is the fix for that problem.  I have to give credit to Meg the Dog from Adobe.

You don't have to delete Premiere Pro and reinstall although I did do that and cleared my preferences.  But go into the Creative Cloud, select Premiere Pro CC and  use Creative Cloud Cleaner!  Here is the URL to download this.

Are you dragging a video effect to the video portion of the clip and/or an audio effect to the audio portion of the clip?

I cannot drag either. I've even reinstalled the application to see if that fixed it.
