Can't find crop effect

Hi,

I have Premiere Pro CC 2017 and I can't find the crop effect. I don't know why but even if I search it in the effects tab, it's still not there.

Does anyone know a solution to this or why is this happening?

And if you go manually into the Video Effects.

MIght need to clear preferences and plugin cache by rebooting and holding down shift+alt while opening Pr.

They are unchecked. In fact I even checked them to see if it will work but no it did not
