Can't install any Adobe app on my PC

I just downloaded Creative cloud exe file but I can't open it up. It keeps pops up error message:

 

"Microsoft Edge can't read and write to its data directory:

 

C:\Users\...\temp\...\EBWebView"

 

I tried to reset setting for Microsoft Edge but still not working. Is there anyone had this problem before?

Do not right click and install as admin, let the application run normally by just double clicking the EXE

Login as the admin account and install then switch to user account.

Download to a different location.

I'm installing the Creative Cloud Desktop Application built with the Adobe Admin portal from a network location.  This is running the Creative_Cloud_Set-up.exe with no switches.

If it is from a network location, move it to the local machine and install it. I had similar issues when installing from a local server. Moved it to a local folder and it installed without a hitch.
