Can't Move Playhead While Video is Playing in Timeline After Zooming In or Out or Scrolling

- Issue - Usually when the video is playing in the timeline, I can reposition the playhead without needing to pause the video with spacebar. However, it seems if I zoom in or out with alt + scroll while the video is playing, I am no longer able to move the playhead without pausing. This also happens when I scroll to move forward or backwards in the timeline as well. I've attached a video below showing the issue.
- Adobe Premiere Pro version number: 24.5.0
- Operating system - Windows
- System Info: CPU, GPU, RAM, HD:
CPU - i5 12600K
GPU (Intel-based Macs and PCs) - UHD Graphics 770
- GPU driver (PC) - 3070 Ti
RAM - Ripjaws V Series (4 x 16GB), DDR4 4000
Hard Drive - XPG 1TB GAMMIX S70 Blade
- Video format: H264 - MPEG-4 AVC
- Workflow details: Only the file is in the sequence, nothing else is there.
- Steps to reproduce:
1. Drag and drop a file into the timeline area for it to automatically create a sequence
2. Press play
3. Zoom in or out or scroll forward or backwards in the timeline
4. Without pausing the playback, try clicking on the timeline time bar to move the playhead - Expected result - The playhead should move to where you clicked and pause the video
- Actual result - The playback continues playing and cannot be dragged to your desired location
