Can't move shapes

When I create a circle then try to move it with the selection tool, the anchor points appear but I can't reliably move the circle shape. Also along with the anchor points a blue circle with crosshairs appears in the center and if I click in center of circle to move the object, only the blue inner circle moves. Sometimes I can move the circle with the slection tool and the blue inner circle doesn't move, but I can't always move the circle shape. Instead when I move the cursor on the circle to move it, it grabs an anchor point and changes the shape. How do you create a shape and move it around?

If you’re having trouble selecting your shape directly in the Program Monitor, try these steps:

Select your graphic clip in the Timeline.
Go to Window > Properties.
In the layer stack, select the shape you want to adjust (e.g., Shape 01).
Scroll to the bottom of the panel to locate the Position X and Position Y values.
Click and drag the Position X and Position Y sliders, or input specific values to reposition the shape as needed.

The one in the center with the cross-hairs, that is the anchor point, the other corners are just the nodes to help you reshape/resize the layer. Basically grab it anywhere but those (9) points and you can drag it along using the selection tool, no problem.

Hi Kevin, FYI when I try to select the elipse tool I can't catch the drop-down menu to select the shape with my mouse. Sometimes it pops up, but not reliably. And when I try to move the object I've created, what my cursor does grab is the inner circle/anchor with the cross hairs and also the nodes (which moves the anchor circle and changes the shape of the circle and does everything except move the circle).

It’s hard to say for sure without seeing it, but it sounds like you might be dragging the anchor point or the shape's nodes instead of the whole shape. To move the shape in the Program Monitor, make sure your cursor turns into the pointer icon and is inside the shape. That should let you drag the shape itself instead of adjusting the points.
