Can you make a trailing sparkle effect?

I have this super hero flying by across the screen and then he actually makes the transition to next scene.  Years ago I used to use the GVG DPM 100 effects box and it had what's called the trail effect.  When you sweaked a knob is created a ghost image and the more you tweaked the more it looked like fairy dust.

So I'd like to make this super hero guy - when he flies by - to kind of have that effect.  I don't know how to do it in Premiere CC.

PS - I'm not interested in doing it in After Effects nor downloading a widget or whatever.  There has to be a way to make it with PP's native effects(?)

PPS - amazingly I could not find the DPM on YTV to show like what you used to be able to do with it.  Oh well.  Anyway, any help is appreciated.

I don't believe this will be possible without a third-party plug-in.

Oh darn, OK.  Just for the heck of it, do you know of any good free plug-ins?
