can you timestretch without changing the pitch in premiere?

You can change the speed/duration without changing the pitch by checking the 'Maintain Audio Pitch' checkbox in the clip speed / duration dialog.
If you are using time remapping (which is a fixed effect), it's N/A because time remapping only affects the video track.

jstrawn gave a complete answer as to possible ... the practical is that although you can stretch without changing pitch, if your stretch is very much, it gets very hard to do it without audio ... oddness. So you just have to test it for the length of stretch you need to do. There are some things you might be able to do say over in Audition to the audio to improve it some. More learning there ...
