cannot apply video transitions in PP CC 2017

I have found that this is a rather common issue with no apparent fix.  It seems to be a bug of some kind.

The Issue:  I can apply audio transitions fine, but when I try to apply a video transition I get the white fist.  I cannot use the Command + D shortcut or by applying through the drop down menus.  It has worked fine until today.  I haven't updated anything in the OS, but something has happened and I cannot find a resolution anywhere on the internet. I do find that a lot of people are having this issue.  There was a thread started here, but no response on how to fix this. This is not an issue of clips being too short or anything.  I'm working with the lessons from the Classroom in a Book series.

Is there any way to contact Adobe support to get someone there to help with this other than just the forum?

Any help would be greatly appreciated.  I teach this software in college and not being able to use it appropriately is a real killer.  I have uninstalled and reinstalled the program, but that didn't change anything.

    Was this project created in a previous version and then upgraded to CC 2017?

    If you create a new project, using new media does this behavior persist?

    When you did your re-installation, did you use Creative Cloud Cleaner first?

    This is a movie that I made showing the white fist that I get when trying to apply a transition.  The clips have plenty of footage as these are from the Adobe classroom in a book files.  I have used them in teaching transitions to classes just a week before this bug locked in.  Can anyone help with this bug and how to get rid of it?

    Make new project and import old one into this new one.

    See how that will go.

    I've opened up new sequences and the same thing happens.  I've deleted all the cache and every saved project in the files and still no change.  I'm really at a loss, but the program is useless if I cannot apply a simply transition.
