Cannot Import .prproj files. File not supported

Me and my buddy are working on a project. It appears that I can't open a .prproj file he shared to me through the cloud. I tried opening it on another PC, and still the same issue. It is saying it's offline, and I have tried to link it, and locate it. But it is saying that the file is "Not supported". I have been scouring the internet for a week now trying to fix this. Are you both working on the same version of Premiere. If the file that you are trying to open was created on a newer version of Premiere you may run in to this.

Also if there are any older videos the newest version of Premiere may not be compatible. (Unfortunately Adobe has stopped supporting some older video formats.)
