Cannot move clips between bins in a project if "Stacked" and "Solo" Panel Group Settings are enabled

Question

Cannot move individual clips between folders/bins within a Project bin if Panel Group Settings are set to "Stacked Panel Group" and "Solo Panels In Stack." Problem may be isolated to the "Solo Panels in Stack" being enabled. Also, if I try to switch to thumbnail view and attempt to drag items into a bin, Premiere crashes / spinning beachball.

UPDATE: It appears that upon restart Premiere does now work correctly in terms of the above bin related issue. So it's possible the inability to move items only occurs when first enabling the "Solo Panels in Stack command. So if you can't move files, try a restart.

This sounds like it could be an issue we've heard about but have so far been unable to reproduce. I'm trying to collect information to see if we can find commonalities between users experiencing this. Would you mind answering a few questions about your setup?

Mac or Windows? OS Version and, if Mac, processor type (Intel, ARM)
Are you using any external control surfaces?
How are you opening your project? Using one of the Open options within Premiere (File>Open or via the Home Screen) or double clicking the project file from Finder/Explorer?
Do you have any third party effects or panels installed?
