We also need the exact hardware information of your system. For example, certain low-end Intel CPUs manufactured as recently as 2022 do not support AVX2 instructions at all, and will thus be blocked from any version of Premiere Pro from version 24 onwards. And if your system has an Intel CPU that's more than 11 years old, or you have an AMD CPU over eight years old, then you will not be able to install Premiere Pro 24+ at all even if it's running Windows 11 24H2.

And even if your system meets hardware requirements, it is possible that certain Web browsers (I'm looking at you, Opera) have compatibility issues with some web sites such as Adobe.
