Cant change renderer in adobe premiere pro

hy am facing this issue from last week since i built my first pc with ryzen 5 3600 and rx580.

Why using premier pro am not able to change my renderer setting to gpu acceleration,its greyed  and the mercury cpu acceleration is too laggy and slow .

Am out of budget and cant afford new gpu please help me if i can solve this issue or any possibility of using other version of premiere pro please help me out i had pending projects am so depressed right now please help me with this .
