cant drag effects into timeline

You need to drag the effect all the way to the clip.

Or select clip and double-click on the effect in the Effects panel.

Is it happening with a particular effects or any effect that you try to apply? Could you try creating a new Sequnece and apply effect? Let us know, it'll help us to narrow down the issue.
