Captions text keeps erasing itself and resetting to "New Caption"

There seems to be a bug in the new Captions workflow in the Text panel. Often times, after I've completed entering captions for my timeline in the new "Text" panel, when I go back to review, some or all of my captions have been reset to "New Caption," erasing all the work I've done. When I go back to re-enter the correct text, it sometimes erases my text again the second I click on or create another caption. It seems to be happening sporadically. Is anyone else experiencing this?

 

Also, there is a significant freeze/hang whenever I push the "+" (New Caption) button on the top of the Text panel. There's definitely something fishy going on with 15.4.1.

Known issue, although the parameters are not clear.

I have further found that when I restart Premiere, the Captions workflow works as intended. But as I add more and more captions to more and more sequences, it slowly gets buggier and buggier until the issue I described above occurs.
