Certain clip frozen after exporting

One of the clips for the video I'm editing has been acting strangely, freezing on a random frame when I export it nd acting like a still image even though it's a video in Premiere and works like one when I open the file on it's own. It's box in the timeline is also lavender colored, unlike the other video files that are blue by default. I am fairly new to premiere and I can't seem to find much info on this, so I'd appreciate some info on how to fix this.

Try turning off Hardware encoding in the Video tab of the export settings.

Please use the free MediaInfo and post a screenshot of the properties of your media in tree view:

Many users are having issues with VFR. If the file is variable frame rate, use Handbrake to convert to constant frame rate before importing into Premiere Pro:
