May i ask how i can draw a circle like this in Ae? Or should i do it with Pr or other software?

(the circle seems drawn by ink with it's uneven edges and wider start/end point)

I would do this the lazy way.

Find a circle online and use that.

you can create it in both premiere pro and after effects

since we are here in the premiere pro forum, I will show you my tips on how to create it in premiere pro:

01. Take the Ellipse Tool and draw a circle holding shift

02. In Appearance in the effect controls panel, uncheck fill and check stroke

03. Set the Stroke to 12

04. Add a Radial Wipe Effect

05. Add a Track Matte Key effect

06. Duplicate the circle by holding ALT (option on mac) and drag the duplicate to video track V2

07. Select the layer on V2 and remove the track matte key and radial wipe from the effect controls

08. Set the stroke of the Shape to 40 (in the effect controls panel)

09. Apply Turbulent Displace effect to the duplicate on V2

10. Set the Displacement to Bulge Smoother, Amount to 50 and complexity to 2.4

11. Go to the start of the graphics layer on v2 and click the stopwatch next to evolution, then go to the end and change evolution to around 200. (you will have to adjust the length of both of your clip and duplicate accordingly on the timeline before keyframing.)

12. Animate the radial wipe on V1, go to the start, click the stopwatch next to transition completion, set it to 100, go forward to the time you want the circle to be complete and set completion value to 0. Set the feather to 50.

13. Select the layer on V1, go to Track Matte Key in the effect Controls and set Matte to Video 2

If it doesn't work for you let me know to share a video tutorial that I will have to create

I like the step by steps, but it didn't work for me. Just got a half hearted sort of animation from PP.

I tried taking mostly identical steps in AE, but got hung up with the KEY step and couldn't find the equivalent.

Cool to get these steps. I think I'd prefer to do it in AE, always seems easier...

I would do it somewhat simpler.

Draw circle

Animate with Radial Wipe.

Then drop Roughen Edges, animate.
