Circle with Clock Wipe Effect Overlayed on Video Clip

Hello All. 

How can one wipe this circle simultaneously over a video clip? 

I would like to run the video and illustrate with a % Completion clock wipe of the circle below

Would be MUCH appreciated!

Hi Clark,

Check out the Radial Wipe Effect in the Obsolete category. I was able to achieve what you are looking to do. You may have to match the origin point of your graphic with where you want to place the effect. I didn't have to, but my circle is centered on the frame.
