Closed Caption window moves to the WRONG part of the screen in Premiere

We’re having a regular problem in Premiere Pro where the closed captioning window will move to the wrong part of the screen. You can see the problem in the image, below.

In this scene, the host is speaking, and the caption window is supposed to remain at the bottom for the whole time, as seen in “A.” The formatting code in the closed caption file clearly directs the captions in this scene to remain at the bottom. But at random, the caption window sometimes moves to the top, blocking the host’s face, as seen in “B.”  

Sometimes the reverse happens.  When the caption window is programmed to move to the top to avoid blocking a lower-third name key, it sometimes refuses to move!  The window will sometimes remain at the bottom, completely blocking the key.

The problem is ONLY affecting the 708 captions.  608 captions display correctly.  We use the MCC caption file format to import into Premiere Pro, because it generates both 708 and 608 captions, which are visible on the Premiere timeline as two video lines, above the program video line on V1. We’re a broadcast TV station, so we’re required to include both 708 and 608 captions.

Can anyone offer any ideas for a fix???  Anyone from Adobe reading this?  Have any other users experienced this and found solution?  Please let me know ASAP.

    What specific dot version of PR? There have been caption changes in recent versions. But this appears to still be an issue. The main workaround to try is adding text with each caption you add; don't add multiples without text.

    At our station we use 2017.1.2 v11.1.2 (22) build. Unfortunately, we can't update to 2018 yet, because our Dalet Galaxy digital asset management system isn't compatible.

    A suggestion in the "Premiere pro Closed caption at the top" thread was partially helpful. Selecting all captions in the Caption Panel, then using the Position Caption Block button (grid of 9 squares) enabled us to force all of our captions down to the bottom of the screen. However that does not help us with instances when the caption window is supposed to move to the top to avoid blocking a lower-third name key. The only way we could do that is to look at every single caption in this 1-hour show, and manually move the few that need to get out of the way of a lower-third. This series can have as many as 1,100 lines of captioning per episode, so that would be a long, tedious process that our editors do not have the time to do.

    The MCC caption file already has ALL of the captioning formatting and placement coding in it. It would be great if Premiere Pro could read it and follow its instructions. But I guess we'll have to wait for future updates.  And our Dalet Galaxy DAM system will need to update as well, so we can use newer versions of Premiere.

    Yes, frustrating. Can you send me a 708 cc file that I can test on 2018.1.2? There have been a number of caption changes in various versions. Some fixes and some bugs still.
