Copy and Paste Clip on a new layer in Pr

Hey,

A very simple question. I'm trying to copy and paste a video clip or graphic element from one layer, to another layer. But even if im following tutorials like this one; https://www.youtube.com/watch?v=c_r2tQGtr1Y 

... it doesnt seems to work for me? I've attached a screen recording when trying to copying a video from V1 to V11. What I am doing wrong...? I deselect V1 and selecting V11. Pr still copying the video to the same layer (V1) again.
