Corner Pins with Crop Effect in Premiere Pro?

I am trying to alter the corner pins of a clip that I have already cropped using the crop effect in premiere. Even after rending, the blue circles of the corner pins effect are not bordering the cropped clip, but rather stay where the original, uncropped video  used to be.  Is this normal? Is there a way to fix this so I can place to corner pins on the corners of the cropped clip?
