Creating a clipping mask based off layer below...

I'm trying to creat a static effect that only overlays on an image I place below (Kinda like when one Alt Clicks a layer in Phtoshop and it will only draw over the below layer)

 

Problem is I know I have done this before, but I can't find the original files to figure out how I did it and searching for keywords for tutorials is coming up with nothing helpful.

 

Been Trying to replicate it but not really having much luck.

Hi,

 

I'm pretty sure this is the TRACK MATTE KEY effect. I'm not in front of my Premiere system right now but watch this tutorial and see if it rings a bell:

I would use the Ess Graphics as you can animate assets separate without nesting.
