Crop a video then Export without black bars

What is the quickest way to crop a video then export it without the black bars (which I'm assuming result from the original sequence being larger than the now cropped video)?

    Meg, the example shows an H.264 with a par of DV. Struck me as odd.

    But it illustrates one method well.

    Jacob, the devil is in the details. Cropping what size? To what general export size or purpose? 4k to HD would be straight forward. Cropping HD and then exporting HD without  bars will introduce John's caution about uprezzing.

    use "Scale to Fill" on export. This will help to reduce the black bars

    - Warning! this MAY make your video look "odd" since you are "stretching" things
