Ctrl-v acting like Ctrl-shift-v

Before the second last update, I would use Ctrl-V to paste assets into the sequence, which worked fine. Then, Ctrl-V began acting like Ctrl-Shift-V, where it would insert the clip into the sequence, splitting other tracks, which I didn't want. Is this a bug or have the characteristics of the shortcut changed?
