When You render, CUDA is responsable only for color correction, scaling and some other effects which is GPU acceleraded.
If You do not changed fps in rendering file, dimensions or do not apply any GPU accelerated effects or some color corrections, the render will mostly use CPU.
There is also possible that Premiere can use Intel Quick Sync for rendering, but it is limited to 6th intel's CPU's and up with intel graphics enabled in bios ( this is a big question why only quick sync and why with so bad implementation)
I think Adobe is very busy to implement a new features ( and new bugs of course) to incrase sales
But i have a good solution for You - try to install VOUKODER
    Release 1.1.1 · Vouk/voukoder · GitHub

it is free and this plugin will push up the power of Your NVIDIA discrette GPU to maximum render speed.
Why Adobe do not realise this is also VERY BIG QUESTION

Now I reinstaled Premiere 2019 and it looks like much better, in project Setting is CUDA active, in Premiere Export Settings (keys CTRL+M) - still only software), but in Queue Media Encoder CUDA is active... and GPU now works 30-60% ... so it looks much better now ... HUH

What you are seeing in the export settings has nothing to do with MPE hardware.

The Hardware acceleration for Encoding is only available when having  Windows 10 with 6th/7th Generation (or later) Intel® Core™ processors and Intel Graphics enabled.

    I have completly new PC...

during rendering CPU works on +-90%, GPU 0%, switch between CUDA/Software cannot be changed. Only software

on my old PC with Premiere 2018 and GTX 770 CUDA worked great

PS: In Davinci GPU works, in Premiere 2019 not

Was CUDA working before your most recent GPU driver update?
