On FCP 7 if I used CTRL + V it would cut all the tracks on the timeline. How do you do that on Premiere?

Shift-K is by default Play Around ...

Default on PCs is:

Ctrl-K make cut in selected track

Ctrl-Shift-K make cut in all tracks

In CC 5.1.0 PR 14.0.4 all that is needed is to hold [Shift] key when cutting.

In Windows, if you use the razor tool, hold down Control+Shift while clicking and it will place a cut across all tracks. In MacOS, it's Command+Shift while clicking with the razor tool.

If you don't want to use the razor tool and just want to make the cuts at the playhead, add K to the keystroke.

Therefore to make cuts at playhead across all tracks:
Windows: Control+Shift+K

MacOS: Command+Shift+K

I hope this helps!
