Cut off the beginning of a video

I downloaded the movie from the internet, but I had to convert it to mp4 in VLC (because the movie was in the wrong format) When I throw this movie into premiere, the premiere cuts the beginning of this film (only the video) because the audio is not cutted, and when I watch the movie is the audio is delayed by 10sec (as much as the premiere shortened this film) But when I open this movie in VLC it doesn't cut off the beginning ... How can I fix this?

You are probably using Variable frame rate files, which are what typically cause the problem. Use Shutter Encoder to convert the files (before editing) to constant frame rate. Maybe try ProRes LT or even PROXY format within Shutter Encoder for easy to edit formats with 'better' files size.

If that doesn't help, try interpreting the clip. In the Project panel right click on the clip, Modify, Interpret Footage. There set the correct framerate.

Make sure that the downloaded video has the correct framerate and is compatible with the timeline. Possibly the clip is with a different framerate than the timeline. Try to create a sequence from the downloaded clip, drag it to the New Item button in the Project panel.
