Differing New Proj Dialog

A text I'm reading the New Project shows that I should be seeing this dialog.

 but this is what I get.

 Is the text outdated?

Yes, they updated things back in the 2022 version I think it was.

Most people still just type name, select location, click create, and don't import on this page.

Which is actually a very good way to add media, especially "spanned clips" like from some Sony cameras, to a project. As good for that as the MediaBrowser and probably quicker to use.
