Displacement map video effect

I can't find this effect under the Distort effects folder. Is it part of an extra pack?

It is called: Turbulent Displace.

No, it isn't, that's a different effect. Displacement map moves pixels according to the channel values of a bitmap. It's available in AE, but not Premiere, except as a third party plug-in.

The Displacement Map effect is only available in After Effects, but you can also purchase the effect from BorisFX as part of the Continuum pack.
