Distortion in these circles

Everytime I export, I see this disortion in the circles but these aren't a problem in the editor or the preview right before I hit export. I've moved the video file to the same folder as the assets and changed the export presets but not sure what to do.

I've updated to the latest version, have looked at the video on different screens so it's not a dead pixel issue. 

If you have any suggestions, please ensure they are easy to understand as I am more creative than I am technical.
