Do I have the minimum system requirements [to run Premiere Pro CC]?

Here's what I got. What I want to do is to run only Premiere Pro CC.

My system is is Surface Pro 4 (Version 1703) with:

Intel(R) Core(TM) i5-6300 CPU @ 2.40 GHz 2.50GHz

Installed RAM 8 GB

64-bit operating system, x64-based processor

I am currently running CS5.

Also, will this upgrade allow me to edit .mts/AVCHD files? Right now this type of video file is making editing very difficult. I can only imagine that this is due to the age of my software.

    Jeff the system requirements for the different versions of Premiere Pro can be found at Premiere Pro System Requirements for Mac OS and Windows .  Based off what you posted the only requirement you do not appear to be meeting is the recommended AMD or NVIDIA video adapter for graphics acceleration.  Do you have one of the cards listed on the page installed on your Surface Pro 4?

    I think the editing experience with Premiere Pro would be...unpleasant...when run from a tablet.  (It's bad enough from a Laptop.)

    I do recommend multiple internal hard drives and at least a 24" 1080p monitor as a starting point.  That means desktop only.

    Yes and thanks to everyone who helped out! It will just have to be that way. Upon further testing, I see that the final product is okay, but the process of editing will just not be how it used to be until I get a computer with a little more power, which is next on list of stuff I gotta get! The good news is I'll still be able to get my projects out on time.
