Download downgraded premiere pro v15

How do I contact support to get access to download the v15 [2021] version of Premiere Pro?

I'm looking at a website and it says that I have to contact customer support to request this, but when I click 'Contact Us' on the adobe website it takes me to 'how-to' pages as opposed to a live chat, like it says it will.

Reason I need v15:

My laptop can pretty much only run up to v15, any further than that and it's fans are screaming at me and will bug out, crash and take forever to load anything up. Thus, I kept auto-update off on the creative cloud app.

However, I was having issues with a bug one day and, after trying all possible solutions, my last resort was to uninstall and redownload. Last I had checked, v15 was still available to downgrade to on the CC app and it honestly didn't cross my mind when I did it as I was focused on the bug at hand.

When I reinstalled, I found I could not download anything older than v22 [shown in attached photo], which my laptop cannot run. I had work I had to do so I installed v22 and attemped to edit. I struggled a lot and it's just not feasible to carry on putting my laptop through that, as well as the fact that it takes me twice the time it should to do anything on it.
I need v15 so I can carry on working.

Ok so for a school account, the online chat does not work only your adminstrator can do that.
You can, however, call customer service and they'll send you an email link for the version you request. [This version links up to cc by the way for anyone who was unsure about that.]

If you are on an enterpirse account in the UK, the number you need to call is: 080-0028-0441

^ For anyone searching up the old thread.

Please go to Adobe Customer Service (Make sure to sign in to your Adobe account first and allow popups and cookies on your browser. You may not be able to see the chat window if using a VPN.):
https://helpx.adobe.com/contact.html?rghtup=autoOpen will automatically open the chat window.
Type "Agent" in the chat box to bypass the chatbot and be connected to a person.

You may also be able to contact Adobe by phone:

Ah thank you, I see, the problem for me was cookies. The usual cookies pop-up preferences didn't come up I had to manually enable them for some reason. Thank you for the speedy response!
