Since Encore is no longer available, are there any other programs that will not reincode MPEG 2 or H.264 video files?

On a side note I dont use chaptermarkers.

Ann, chapters do not carries over to Authoring Works when Frameserving. They do if you use TMPGEnc Movie Plug-in AVC for Premiere Pro.

Yes, i can frameserve from Premiere Pro to Authoring Works.

I create very few Blu-ray Discs.  People can download my videos which are H.264, put them on a Flash Drive and play them on their TV's.  Is there any difference in video quality between playing Blu-ray Discs or H.264 from a Flash Drive.

Yes, if you are on Windows you can try TMPGEnc Authoring Works 6.

 

Files exported with either the MPEG2-DVD or H.264 Blu-ray Exporter from Premiere Pro are compatible with TMPGEnc Authoring Works 6 and will not be re-encoded. Or, export as let´s say ProRes, CineForm, DNxHD and use those files as source in TMPGEnc Authoring Works 6. If you do Blu-ray  the x.264 encoder in TMPGEnc Authoring Works 6 outperforms Premiere Pro´s H.264 exports.

adobe media encoder still offers presets for dvd and blu-rays.  Not sure how it works.  I've still got encore installed on my system and I still use apple dvdsp for dvd's.
