Editing old 8mm home movies

My father's 8mm home movies have been digitized. The films are differing clips that he stitched together.

1) How do I cut apart the clips within a film?

2) After being cut, how do I save the individual clips as separate video files?

3) How do I increase the resolution?

4) How do I edit (Photoshop) an individual frame in place?

1)You can try selecting a clip on a timeline, going to the Clip menu, Scene Detection, and see how well that works.

2) By exporting them as a separate file.

3) Not all that well normally, but the best is the Topaz Labs plugin. Still might be better to do this in AfterEffects with the Topaz plugin.

4) If you have a jpeg, tiff, or png image file, you import and place on a timeline just like a video clip.

Topaz is not a plugin, it's a standalone program.

After Effect has the Detail Preserving Upscale effect.
