Effects Won't Drag Into Timeline

Premier Pro is up-to-date on my machine but will not drag and apply effects.

I normally select an effect and try to apply it to a clip by dragging it. However, when my mouse reaches the timeline, it reverts back to a pointer arrow. The hand and effect are no longer present. I have tried multiple video effects and some audio transitions, but the program isn't allowing me to apply any of them.
