Encoding settings is greyed out - RTX 2080Ti, Ryzen 9 3900X

Hi,
in project settings i have enabled CUDA, but when i export - media -> Encoding settings is greyed out - says "hardware encoding is unavailable. Please make this system meets hardware and minimum os requirements for this functionality"
I have Win PRO 64bit, RTX 2080ti (latest studio drivers), AMD ryzen 9 3900X.
Can anyone help me, why it is greyed out for me?

In order to be able to use the hardware encoding you need to have a Intel cpu with Quick Sync.

Yea, as Ann said, that's an option for the Intel CPU's that have QuickSync both on-board and enabled. And the way it's worded is a constant puzzler for users. As it looks like it's having to do with the GPU.
